What we are able to do is apply tax by state, apply tax by zipcode, apply tax by country, tax can be applied to shipping costs, individual products can be marked taxable or tax-exempt, customer levels can be tax-exempt (e.g. wholesale) and tax classes supported by product (e.g. goods, services, alcohol, etc).
